A 1968 graduate, Jack was a three sport athlete in football, basketball and baseball.  He was a two time all-league baseball player and was honored to be the captain of the basketball team and co-player of the year on his baseball team his senior year.

Jack upon graduation from Crater attended Southern Oregon State College where he majored in elementary education for four years.  While at Southern, he took a job at what is today Jackson County Fire District #3.  Ultimately, he had to make a decision whether to teach or remain a firefighter.  His decision to continue in the fire service is one that served him well.  Jack went on to receive an AA Degree in Fire Science, a Bachelor of Science Degree in Fire Administration and a Master’s Degree in Public Administration.

Jack continued working at Jackson County Fire District #3 through the 1970’s where he advanced from Firefighter to the position of Deputy Fire Chief.   During this time period he also served on Central Point’s City Council, served as the Mayor of Central Point, the Fire Science Coordinator at Rogue Community College, and founded Management Development Institute (MDI).

In 1980 Jack took the Fire Chief’s job at Lake Oswego, Oregon and moved him and his family to the Portland area.  After spending four years as the Fire Chief of Lake Oswego, Jack accepted the Fire Chief’s position at Washington County Fire District #1.  Two years later he began orchestrating the merger of multiple fire departments in the three counties surrounding Portland.  Ultimately the newly created organization became Tualatin Valley Fire & Rescue which is Oregon’s largest fire department.  Jack was the Chief/Administrator there for ten years retiring at age 45 after receiving an unexpected heart transplant.  The next two years presented many health challenges but after a very long re-habilitation, Jack was able to start Emergency Services Consulting International which today is one of the most successful and well known police, fire, EMS and Communications consulting companies in America.  Jack was the President/CEO of ESCI until he formally retired at the end of 2016.  He currently sits on their Board of Directors.

While leading ESCI, Jack served on, in his words, “the Board of Directors of two extra-ordinary community organizations”, the first being St. Mary’s Home for Boys and the second being Donate Life Northwest.

Jack has received multiple awards, published several books (all dedicated to his fifth grade teacher – Wes Claflin), and has spoken at over 400 conferences and conventions throughout North America.  When asked, he would be the first to tell you he attributes his personal and professional success to his parents, the Central Point community where he was raised,  his teachers and coaches, colleagues and friends, and to his wife, Joan, who has been by his side for over 48 years.
